well, I've taken a quick look at your data, (the output of vcdimager, with
the --verbose option added, would have been nice to have too, and the
output of vcdrip -b videocd.bin --dump ...)

the data in ext/scandata.dat seems to indicate, that there may be some
problem with the mpeg files... please try to rerun vcdimager with the
--verbose option, and look at the debugging output./..
