That all seems eminently reasonable to me.

However, I don't have an environment to test it in, nor am I bitten by any multi-arch issues, so even if I took the time to try to work on it, I'd essentially be flying blind.

You don't need multi-arch to benefit from and test this: you simply want to be able to query luarocks for these settings rather than guess them in your Makefile.am. Multiarch support is a side-effect (and still requires a hand-rolled site-config like mine).
