Currently I won't be able to try a patch,
because I'm not able to reproduce your problem on my side.
May be you can try to checkout the CVS HEAD
(see https://savannah.nongnu.org/cvs/?group=certi)
in order to be sure the problem is still here in CVS HEAD.

You will at least get the RTI-NG parameterless tick() behavior
(see https://savannah.nongnu.org/bugs/?27343)
without the need to call tick(0.0,1.0).

Which makes it more difficult to try to investigate your issue,
because we do not have reproducable test case.

If you want us to investigate the issue may be you can build
a strip-down federate source code example which exhibits
the issue?

In the other way around if you want to investigate your testcase
using CERTI source code and provide us with a patch that suits
your needs we may be able to merge your patch in if we find it
acceptable for mainstream usage.
