I asked around how other GNU packages handle this and it seems other
maintainers already convinced the Unicode consortium to change their
license. See http://www.unicode.org/copyright.html under "UNICODE, INC.
LICENSE AGREEMENT - DATA FILES AND SOFTWARE". This now holds for all
files under:

        Unicode Data Files include all data files under the directories
        http://www.unicode.org/Public/ and
        http://www.unicode.org/reports/. Unicode Software includes any
        source code under the directories http://www.unicode.org/Public/
        and http://www.unicode.org/reports/.

And rms also looked at it for emacs and said:

        This is a free license, and even compatible with the GPL (if
        that ever matters).  Yes, we can use it now.

So we can keep distributing these files as long as we include the new
distribution terms (as attached).

Removing the 2.1.x versions of these files is a good idea though.
