Do html-{update,diff} need gnupackages.txt?  If so, it'd be best to add
them as dependencies to those targets in the Makefile, so that the user
doesn't have to build it separately (I did update a few of them in
there, but since I haven't used those scripts before, it's possible that
I missed some).
