This happens because capability is getting loaded before dazuko. If you specify "dazuko capability" in MODULES_LOADED_ON_BOOT, then this should not happen.
However, there is another problem that Dazuko is not correctly calling the capability functions. This means that capability is able to stack on top of dazuko, but it is not being made available correctly. I will be looking into this issue.
