Summary: bug fix: no longer rely on invalid assumption when calling some RPC

* lablgtk2-clnt/Browser: when getting the tags attached to a group of
  questions, we now manipulate them as a hash table indexed by question
  identifiers. We thus no longer rely on the relative order of returned
  elements in RPCs tag_set_of_question_group() and question_info().

* srv/Work: code cleanup to make behavior in error case more explicit.
