I'm not sure. I'll check but the logic is you can't do nothing before
being connected. I think this is correct logic: an Anonymous participant
can look at the position base but not do any voting neither
delegation. Maybe question proposal? If so, we will have to add this to
requirements for next version.

I think you suppose right. All the dialog boxes are there, but the logic
behind them is often missing (not sure, I'll have to check).

I've checked, It works for me (tm). 

What I have done:

  Select Joue, select qj1

  Vote->Voter

  Select re31, click on '-->'

  Select re32, click on '-->'

  On the right panel, select re32 and click on 'Monter'
