It can be annoying if you have left CapsLock on - no notes! On the other
hand you may want deliberately to make "a" mean insert a note A and "A"
mean change the note to A, (or anything else).
So I have allowed the CapsLock (and others) to be ignored if there is no
command specially defined for them. 
That is, if you press a command key & there is no command because of the
setting of a Lock key, it will try to see if there is a command without
the lock and use that.
This way, you don't have to specify all the conditions in which a
command will work. It will work with or without NumLock etc, unless you
have assigned specific meaning to the combination.
This should be a user preference, and I have put a dummy if(1) for where
the user preference would go in. I still haven't got round to fixing the
user preference dialog to make it easy to add prefs.
