bug #27368 is caused I think by poor C coding in a fancy selector for
MIDI program numbers to match instrument names; the code is superfluous
anyway, since a fixed list of instrument names is presented to the user
which could be connected directly to prognums. Sadly, two lists of
instrument names exist in the code (instrument_names.c and
staffpropdialog.c), not matching each other.
 What's more I gather that this assignment to a prognum is just one of
several conventions.
If someone is motivated to fix this before the next release that would
be great, otherwise we should disable the name choosing to avoid people
losing their work. There is the direct channel/program selection in
staffpropdialog as well as the scripted option.
