Yes.

About 40% of the logic resources of the current device.

It's in Verilog.  All the source is in the usrp tarball and in CVS.
You already have it.  Look in usrp/fpga/sdr_lib and
usrp/fpga/toplevel/usrp_basic/usrp_basic.v
