I've looked into this, but in this particular case I need to build the dependencies first, and by doing the build native I get to see those take shape a bit better. My Dell Precision M6500 laptop does the build in a bit over 2 hours (this is the complete build-gnuradio run); my M6500 is a Core i7-740QM (Quad core 1.73GHz) with 20GB of RAM. The CentOS devs have AArch64 builders with 8 and 16GB of RAM, and an older (3.7.5) package is in EPEL and will get built once AArch64 goes live. An ARMv7 build is underway for EPEL7.

I've never actually did a cross-compilation for CentOS
or Fedora packages (just for the same architecture), but that might just
be the way to go: Get a .spec file for GNU Radio on x86_64, adjust it as
necessary, and use it to build stuff for the C2. As said, I've never
done this myself, though.
