To whom it may concern:

It seems like libqwtplot3d-qt4-dev and libqwtplot3d-qt4-0v5 are not available for Ubuntu 16.04 armhf (http://packages.ubuntu.com/xenial/libqwtplot3d-qt4-0v5) . You can either try building them manually or switch to AArch64 (arm64) build of Ubuntu (not sure if it is the best fix, though - may have other dependency issues. Also will require more RAM).

Apparently, someone else had a similar problem a few years ago - See http://unix.stackexchange.com/questions/53647/gnu-radio-prerequisite-libraries-on-armhf . Not sure if 'apt build-dep' command still works out of box, though. I had to configure it to get it working when I last tried.
