notes: Fixed Win32 specific code, added some comments and project is known

build with no hassle for Win32, Darwin and Linux target platforms. To
build the project for Win32 we used MinGW-1.0.1 package and binutils
cp, ln, rm, mkdir... This code was tested and found to run OK on
Windows 2000.
