No, not really. It uses OmniWeb to display real HTML.
Mail.app (at least on OS4.2) can only display MIME messages (and NeXTmail, of
course).
I like Omni's (www.omnigroup.com,
http://www.omnigroup.com/applications/omniweb/) interface (at least in
OmniWeb 3.0) very much.
