Well, according to the mission statement for GNUstep (the project), it
is a development environment, not a desktop environment, so we already
have this split. Unfortunately, the distinction is blurred; there's
desktop-ish functionality in GNUstep (often coming from
OPENSTEP/OpenStep) that shouldn't really be there. Hopefully, this will
be cleared up once the real desktop environments using GNUstep pick up
some steam.
