Isn't this partly due to the design of cvs? Single centralised storage
and few easy ways to synchronise mirrors nicely unless you halt commits
for a bit.
Can I suggest that you look at the arch implementations? There are three
that are working, I think, called tla, ArX and larch. It's still early
days, but they are lightweight and quite useful.
