Is that wrong? There is no COPYING or similar file for them.
That's just the short copyright notice, copied from the font file. The
license itself is also in the font file. Extracting it cleanly is a bit
tricky, but supposedly, pfaedit can do it. Just opening the file in a
text editor also works, or you can read it here:

Redistributing them is no problem, but I don't know what the FSF/GNU
thinks of the license.
