Well... From my point of view...

GNUstep is a wonderful crossplatform environment, and for sure
this is one reason why a not so small group of people use it. Killing
windows support would also mean kill GNUstep at all -- seen on a longer
period ...
Being able to develop for different platforms is IMHO one of the key
features of
GNUstep.

There was lots of effort in making it work on different platforms
especially
on windows this shouldn't be thrown away!

At least we love GNUstep and use GNUstep heavily on windows and it is very
bad
if we would have to use something different.

Btw: GNUstep-base runs marvelous on windows!
