I agree that would be a cool app, and also agree with the fact that
getting VoIP applications to work requires lots of testing (specially,
when dealing with 3rd party endpoints).

The good news are that there are free implementations of the gory
details of SIP or H.323 setup protocosl (SIP is the future, H.323 is 
more a legacy but widely used) and also good free codecs.

I can help with testing, since I have VoIP tests into my plate already,
and would be more than happy to see/use/debug a GNUstep app for VoIP. In
a few weeks will have a SIP gateway (in Buenos Aires, Argentina) and
several SIP endpoints to test.
