I think the word "marketecture" is important here ;-). iPhone's OS X is "that which can create a buzz among Apple pundits"; without an SDK and a way to deploy code, it doesn't matter whether it's an ARM port of Darwin, WindowServer and the rest or a rebadged AmigaAnywhere...it's a box, and the thing on that box has been described as OS X by a bloke from Apple.
