Do you source /usr/local/GNUstep/System/Library/Makefiles/GNUstep.sh ?
(or any path that fits your configuration)
You may add the following line at the end of ~/.bashrc :
. /usr/local/GNUstep/System/Library/Makefiles/GNUstep.sh
