FHS is a standard for Unix-like operating systems and Linux is just
the kernel of GNU/Linux, the most popular variant of GNU. GNU/Hurd
and GNU/kFreeBSD (at least in Debian) both conform to FHS 2.3, TTBOMK.

I suggest to use `--with-layout=fhs' instead.
