projectcenter launch error Windows10

I have installed the latest windows binaries in the right order on windows 10, the shell  launches, but I can’t launch projectcenter, I get an error:

Projectcenter.exe Entry point not found

The procedure entry point __gxx__v0 could not be located in the dynamic link library c:\GNUstep\bin\libicuuc46.dll (this file is actually present)

 

Gorm doesn’t launch either but with different error message:

System error

The program can’t start because gnusetup-base-1_18.dll is missing  from your computer....  (not actually present)

 

I am new to Gnustep. What have I missed?
