Re: projectcenter launch error Windows10

If it serves the same purpose as ${HOME}/GNUstep under UNIX systems, that 
folder is supposed to be created when a GNUstep app needs to save some 
user-local items (e.g. preferences/user defaults). Installer should have no 
reason to create it.
