Odd, in my reading the site, it mentions GPLv2 and GPLv3 (without referring
to 'only' or 'or-later'),
and GPLv3 is highlighted.
Moreover the 'I care about sharing improvements' link of the main page points
directly to the GPLv3 text.
When one reads the licence linked there
(http://choosealicense.com/licenses/gpl-3.0/),
it seems to be the same one as at https://www.gnu.org/licenses/gpl.html,
including
the text about applying to ones program.
I can't see how that supports your above claim about leading to 'only' usage.
