I don't know the MS stuff very well, but it seems to me that Warehouse could act
like a cache for assemblies with a fixed period of time an assembly may be
unused before it is uninstalled (the temp dirs are deleted).

Multiple versions: if the versions are different in a way that the app build for
the oldest version can't use the newest version both versions of the lib are
installed, otherwise the lib is replaced.
