dvdrecord really needs to be upgraded to cdrecord 2.0...

(It doesn't work for me on a Sony ..500... drive.)

Perhaps a more correct error would be "this version of
cdrecord/dvdrecord does not support DVD writing in TAO mode". Use the
-dao flag.

Easy to find out with -atip and -toc. If the drive/etc works at all,
-atip should produce some output (probably "unknown manufacturer" for
the media). -toc often produces an error on blank DVDs I find, though
this might be dependent on whether DVD+, -, R, or RW are being used.
It's also possible that cdrecord < 2.0 can't do any better.

Looks like a possible kernel/driver problem. I suggest you try SuSE's
latest kernel 2.4.20 for 8.2 first.

Probably not, but might be harmless anyway.

At a guess, no. Fix the kernel driver.
You need to start debugging somewhere (if in fact you have a problem at
all - -dao might fix you up). The DVD-patchups to cdrecord are lacking
somewhat. The fastest way to find out whether the problem is related to
your recording software is to try it with the latest cdrecord-prodvd
alpha version. If that doesn't work, you most likely have a kernel
problem.
