That's exactly the problem I was talking about: lots of macros, used
in many places, but many files use only a handful of the macros.

Since, when we discussed this several months ago, Richard opposed to
adding lisp.h to the dependencies, I simply look at the diffs whenever
lips.h is changed, and manually recompile everything if that seems
appropriate.

It's possible that the whole issue is moot, since with today's
machines recompiling Emacs is not such a big deal (I don't even have
time for a coffee ;-).

Anyway, it's too late now, but I think we should discuss this again after
v21.1 is out.
