This is already done: a number of people sync with CVS and build
Emacs as a matter of routine, and they still sometimes miss fatal
problems, mainly because some problems pop up only on certain
platforms.

To make this significantly better, we'd have to set up a
cross-compiling environment for at least the most popular platforms,
and build Emacs for all of them, before making the snapshot.  That's a
lot of work, so someone will have to step forward and volunteer to do
it.

Unless people are willing to live with the risk of getting a broken
snapshot, that is.
