You can also reproduce that with

emacs -q -eval "(describe-coding-system 'latin-9)"

which I reported on Sat, 27 Oct 2001. A week ago it displayed:

make-text-button: Unknown button type `describe-character-set'

But now it displays your message. Miles fixed the first part of the problem
this week, but this problem is not fixed yet.
