I thought that's what I was doing...

Tooltips popping up sometimes (but not always) can be annoying.  It's
a preference thing based upon the environments you've worked in.  The
MS-Windows users, for instance, might prefer a "What's this?" command
to have the tooltip only popup when requested (I don't think of myself
as an MS-Windows user, but some things have rubbed off ;-).
