please tell us what changes should be made to the current Texinfo DTD.

This will tell us what needs to be added, if need be, to the current
Texinfo format.  At the same time, it does not embroil you or us in
the contentious question of whether the format of a well established
surface expression should be changed.  As far as I know, the issues
are less fraught when they involve makeinfo's XML output with the
Texinfo DTD than with the Info format.

The current Texinfo DTD is in:

    texinfo-4.6/makeinfo/texinfo.dtd

[Also, how do you view an XML file with a DTD in a manner that looks
like graphically displayed HTML, as in Mozilla; how do you do the same
in Emacs?]
