You are right.  Actually, what I wanted to refer to is the code in the
`Info-fontify-node' function with the commentary telling that skipping
a quoted reference is a hack.  I think `*Note' quoted with a preceding
` or " character should not be considered as a valid reference, so that
the final regexp for a reference would be the following (case-insensitive):

[^"`]\*Note[ \t\n]+
