It'd probably be OK if C-x b overrode the `dedicated' bit. But it's
definitely not OK for the switch-to-buffer function when called from elisp
packages because they all too often use switch-to-buffer without thinking
what it really means (because the author typically rarely if ever uses
multiple frames and has barely heard of pop-to-buffer, let alone
special-display-buffer-names).
