@code is meant for code.  The strings in the defcustom are code and
text in a Custom buffer or menu is not.  If you just look at
"Alphabetical", there does not seem to be too much of a difference.
But your defcustom could contain, say,

   :tag "\\1\\"

In that case, the code in the defcustom gets referred to as
@code{"\\1\\"} and what appears in the menu is @samp{\1\}.
The first is the string as it needs to be written in a program,
the second the actual string as it appears in the menu and the two are
not the same.
