This change:

  * faces.el (face-spec-set): When FRAME nil, look up each frame in SPEC.

alters existing behaviour:

emacs -Q

(face-spec-set 'font-lock-function-name-face
               '((t (:foreground "red" :weight bold))))

M-x describe-face font-lock-function-name-face 
  -> the face is red and bold

M-x make-frame

In the new frame, the face has reverted to the default. This didn't
use to happen.
