Actually, I experimentally enabled such a feature while I was
developing the toolkit tool bar code for the Carbon port.  But I
removed it as I wasn't willing to provide it as a Mac-only feature.

The Carbon port uses the TOOL_BAR_ITEM_CAPTION property, mostly
derived from labels for menu items and usually shorter than the help
string, for overflowed tool bar items.
