This is very annoying indeed, specially in eshell.

I don't know a way of fixing it on eshell. There is
http://www.emacswiki.org/emacs-en/EshellScrolling
(which curiously mentions ERC as well) but either the recipes do not
work on all cases or requires patching the eshell sources.
