Yep; that's why I suggested it to Ted back in the original thread. For emacs 
24, I'd like to see the other parts added (the questions and configuration, 
basically). Package.el provides most of the building blocks for this already, 
which is why I suggested to Ted that he could perhaps usefully combine the two.

I guess I can see your complaint, since I also don't like software munging my 
.emacs file, but I find it hard to believe that there are many (any?) users who 
need your simplified method and yet don't want code messing with .emacs 
automatically.  Take a look at the documentation for custom-file and see if 
that doesn't address your concern.
