    If it is worth making it advisable, it is worth giving it a hook.

I don't see it that way.  Adding a hook is heavier, since it is added
complexity and calls for documentation.  By contrast, one less
function that can't effectively be advised is LESS complexity at the
interface level, even though it is a little more complexity in the
code.
