If it's clearly logical, as you pointed out, that using such a hook in a package may be harmful, documenting it makes no point. If one wants to release a package whose main goal is to do something on focus-in, why shouldn't they use the hook? If a package has an option "do ... on focus lost" and it may be activated or not, why shouldn't it use the hook?

I think you had just a misunderstanding and no documentation changes are needed.

Every hook may be used in a wrong or malicious matter. Why to put special warnings in these 2 only?

Crowding the documentation with warnings that are obvious to an average developer is not a good idea.
