Because it's technically impossible.

The name of the minor-modes reminds people those modes use Org syntax,
other names would be too generic IMHO.

Org footnotes can be used through orgstruct-mode, I think that's
enough.

I grok your general idea, but I'm afraid it's too general for me
now.
