We don't have "the official workflow" for git.  The Powers That Be
claim that it's unnecessary, and even harmful.

I personally find it invaluable, as I do the equivalent bzr plugin.

It's a C program that is available as a Gnulib module.  Not sure how
that is relevant to ELPA.
