I think the proposed solution satisfies these requirements.  The 2nd
init file is only needed if you want to tweak package initialization
by putting Lisp code into that 2nd file.

I don't understand how you reach this conclusion.  The problems we are
trying to solve exists only for those whom you call "Lispers", so
another init file is only needed in that case.  What am I missing?
