Here is a simple recipe:
emacs -q --no-site-file
C-h t
C-v C-v M-v M-v
The second M-v bogusly reports "beginning of buffer" rather
than scroll down.
I noticed that repeating C-p *does* scroll down when the cursor
reaches the top of the window...
