Compiling 21.3 from CVS

I'm attempting to compile Emacs 21.3 from the CVS as requested in
resonse to a previous bug-report.

I followed the instructions for downloading it from the CVS (after a
google search on how to do it):

I configured it using:

./configure --with-x11 --x-includes=/usr/X11/include --with-xpm
--with-x-toolkit=motif --x-libraries=/usr/X11/lib --prefix=/usr/local/emacs-21.3

When I try to compile it I get the following error:
Your tree does not include the compiled Lisp files.
You need to do `make bootstrap' to build Emacs.
Emacs now requires Texinfo version 4.2.

When I try `make bootstrap' I get the following errors:
