vc-follow-symlinks is not honored

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

Set
 '(vc-follow-symlinks t)
in some way, possibly through customize.

cd ~
mv .emacs .emacs.prev
ln -sf homefiles/.emacs # where homefiles/.emacs is under CVS version control.
# RCS version control may be sufficient to reproduce the bug, but I
# haven't verified it.

Exit emacs and restart.

C-x C-f ~/.emacs

Note it is not under version control.  (I.e. there is no "CVS" in the
modeline and no version control commands work.)

I expected that the actual edited file would be ~/homefiles/.emacs, and
that it would be under version control.

Additional Problem:

customize did not update my .emacs file when it was a symlink.  I did
not thoroughly investigate this behavior.
