I believe that we are not only getting somewhere, I believe the problem
is solved, unless the solution would turn out to cause other
problems.  I have been using a one line change in cc-defs.el for some
time now, without cl being loaded by cc-mode and without any other
apparent problems.  I do not use every single aspect of cc-mode
however and I was waiting for Martin's OK before committing the change.

Martin today said the change should be safe and I committed it.  It is
a trivial one line change and should be easy to undo if it would turn
out to cause problems.
