Re: cperl-fill-paragraph breaks comments

I complained about this about 3 months ago and Stefan Monnier sent me a patch
for this bug, that looks (at least on first glance) similar to your patch. His
patch only fixed filling but not auto-filling. I had to change one more line
for auto-filling in cperl-do-auto-fill (similar to your change).  Seems that
Stefan didn't check in his fix.
